On May 5, 2014 Putin V.V., the president of the Russian Federation, signed the Federal Law № 106-FZ "On Amendments to Certain Legislative Acts of the Russian Federation".
Starting from January 1, 2015 new rules for the accreditation of branches and representative offices of foreign organizations will come into force.
To the moment, the Russian State authority to be in charge of accreditation of branches and rep offices on the territory of Russia are the State Registration Chamber of the Ministry of Justice of Russia and the Chamber of Commerce and Industry of the Russian Federation.
Starting from January 1, 2015, accreditation of branches and rep offices of foreign will be carried out by the Federal Tax Service.
Information about already accredited branches and rep offices will be published on the official website of the Federal Tax Service.
Those branches and rep offices which accreditation expires before April 1, 2015 shall notify Federal Tax Service not later than April 1, 2015.
Accreditation of those branches and rep offices which fail to notify Federal Tax Service before After April 1, 2015, will be terminated.
Starting from January 1, 2015, personal accreditationof the employees of branches and rep offices will be carried out only by the Chamber of Commerce and Industry of the Russian Federation. At the moment such accreditation is carried out by Chamber of Commerce and Industry of the Russian Federationas well as the State Registration Chamber of the Ministry of Justice of Russia.
The Chamber of Commerce will develop a new procedure for accreditation of inosotrudnik. A certificate of personal accreditation will be issued instead of the previously issued personal accreditation cards (service cards).
Accreditation of the employees of the branches and rep offices of foreign credit institutions as well as assistance in obtaining documents, necessary for entry, stay and work in Russia, will be carried out by the Bank of Russia.
The new law comes into force on January 1, 2015.
